User isn't created while assigning to him new workflow

Actually, I'm not sure if it is a bug. But not to forget about it, rather post it
1. Import role (samples/roles/approvals-complete.xml)
2. Click Users -> New user
3. Fill in user's mandatory fields
4. click menu icon in the Assignments sector -> select Assign role
5. select Sensitive Role 1 (Security-sensitive role, whose assignment to a user must be approved by the responsible person - in this simple case, by the administrator)
6. Click Save button
Expected result: User is created with no assignments and no accounts yet. Work item is also created (to approve adding of the role for user)
Actual result: Work item is also created (to approve adding of the role for user). But new user isn't created.
