Account on unreachable DB resource is not shown on the User page

User has two accounts (linked, not assigned):
1) OpenDJ
2) DB Table (on MySQL but I think that's not important)

Both resources are down. OpenDJ has intentionally misconfigured port. Local MySQL server is stopped.

However, the two accounts behave differently:
1) OpenDJ one is shown with "Error" label
2) DB Table account is not shown at all - i.e. the user after opening seems to have only one account, even if it has two valid linkRefs to two valid accounts.

After starting MySQL server and opening the user, it shows both accounts.
