import resource without lockOut schema handling, for examle samples\resources\csvfile\localhost-csvfile-resource-advanced-sync.xml
create new user and add projections to this resource
before save open added resource, at the bottom of page we have not only Administrative status (administrativeStatus is OK), but also Lock-out Expiration and Lock-out Status but this attributes are not supported with this resource - no appropirate attributes in CSV schema
