The user list actions for enable/disable should correspond to the user state. If the user is presently enabled, the action should be disable; if the user is presently disabled, the action should be enable.
Currently the first icon in the list of icons is always enable.
I remember this was working like that before (but I don't remember when it stopped showing the correct icon in the short list of icons).
Or maybe if this is not doable, we should show "disable" icon instead...
