Authorization to create a new user of an archetype (not permitting a default user creation)

When defining an authorization granting a user the ability to create a new user of an specific archetype, we should conceal the  default  "New user" button (in the left vertical menu), or provide some alternative to create new archetypes.

Additionally enabling the authorization to create a new user of Archetype we have to have also an authorization to create a (default) new user in request phase (without the filtering based on archetype). IMHO this should rather work in the request phase (for add) for the archetype user object.
